Biobanks act as the custodians for the access to and responsible use of human biological samples and related data that have been generously donated by individuals to serve the public interest and scientific advances in the health research realm. Risk assessment has become a daily practice for biobanks and has been discussed from different perspectives. This paper aims to provide a literature review on risk assessment in order to put together a comprehensive typology of diverse risks biobanks could potentially face. (...) Methodologically set as a typology, the conceptual approach used in this paper is based on the interdisciplinary analysis of scientific literature, the relevant ethical and legal instruments and practices in biobanking to identify how risks are assessed, considered and mitigated. Through an interdisciplinary mapping exercise, we have produced a typology of potential risks in biobanking, taking into consideration the perspectives of different stakeholders, such as institutional actors and publics, including participants and representative organizations. With this approach, we have identified the following risk types: economic, infrastructural, institutional, research community risks and participant’s risks. The paper concludes by highlighting the necessity of an adaptive risk governance as an integral part of good governance in biobanking. In this regard, it contributes to sustainability in biobanking by assisting in the design of relevant risk management practices, where they are not already in place or require an update. The typology is intended to be useful from the early stages of establishing such a complex and multileveled biomedical infrastructure as well as to provide a catalogue of risks for improving the risk management practices already in place. An increasing number of European research projects return, or plan to return, individual genomic research results (IRR) to participants. While data access is a data subject’s right under the General Data Protection Regulation (GDPR), and many legal and ethical guidelines allow or require participants to receive personal data generated in research, the practice of returning results is not straightforward and raises several practical and ethical issues. Existing guidelines focusing on return of IRR are mostly project-specific, only discuss which results to (...) return, or were developed outside Europe. To address this gap, we analysed existing normative documents identified online using inductive content analysis. We used this analysis to develop a checklist of steps to assist European researchers considering whether to return IRR to participants. We then sought feedback on the checklist from an interdisciplinary panel of European experts (clinicians, clinical researchers, population-based researchers, biobank managers, ethicists, lawyers and policy makers) to refine the checklist. The checklist outlines seven major components researchers should consider when determining whether, and how, to return results to adult research participants: 1) Decide which results to return; 2) Develop a plan for return of results; 3) Obtain participant informed consent; 4) Collect and analyse data; 5) Confirm results; 6) Disclose research results; 7) Follow-up and monitor. Our checklist provides a clear outline of the steps European researchers can follow to develop ethical and sustainable result return pathways within their own research projects. Further legal analysis is required to ensure this checklist complies with relevant domestic laws. (shrink)

Unexplored are strategies for dealing with the problem that are neutral on the nature of prayer, strategies consistent, for example, with the view that only petition is prayer. In this article, after clarifying the nature of the problem for praying without ceasing, I identify and explore the prospects of (...) five different strategies that are neutral in this sense. Th ere is much controversy surrounding the nature of the relation between fictional individuals and possible individuals. Some have argued that no fictional individual is a possible individual; others have argued that (some) fictional individuals just are (merely) possible individuals. In this paper, I off er further grounds for believing the theory of fictional individuals defended by Amie Thomasson,viz., Artifactualism, by arguing that her view best allows one to make sense of this puzzling relation. More specifically, when we realize that (...) the view allows for an identification of merely possible individuals with fictional individuals, we seethat the utility, and hence the level of credence lent to Artifactualism, is increased. This article presents the first annotated English translation and edition of the Tibetan text of the Madhyamakaratnapradīpa, chapter 5, whose original Sanskrit is to be considered lost. The Introduction contains a primary analysis of contents and aims of the chapter, together with general observations on the epoch and compositional style of the Madhyamakaratnapradīpa. It is suggested that the text is probably a 10 th century explanatory handbook of Bhāviveka’s Tarkajvālā for beginner students. Chapter 5, in particular, relying strongly upon the (...) “two truths” dialectics, focuses on how students can consistently respond to the main objections opponents used to raise against the Madhyamaka standpoint. Th e recent revival of Berkeley studies in the last three decades or so make it interesting to look back at George Santayana’s discussion of Berkeley. Th ough Santayana understood the latter’s arguments for immaterialism, he claimed no one could both seriously accept immaterialism, and live, as Berkeley certainly did, an embodied life. As he writes of Berkeley, “Th is idealist was no hermit” (205). Santayana claimed that without matter there was nothing (“no machinery”) for the soul to work on. (...) For a soul (mind) the machinery consists of material objects including one’s body. In this, paper, aft er some introductory comments, particularly on some aspects of early modern philosophy, e.g. the theory of ideas, which Berkeley largely accepts, and the metaphysics of indirect realism which he rejects, I look at the issue of human embodiment, and conclude, although Santayana perhaps misread important aspects of Berkeley’s discussion, he is largely correct in noting that Berkeley’s idealism/immaterialism can’t capture the special relation we have to our bodies. Most readings of Tayib Salih’s Season of Migration to the North have focused on Mustafa Saeed and the nameless narrator, both male characters, and they have largely avoided a politically radical reading of the novel. This article attempts to present the female character, Hosna, as the revolutionary par excellence, following Lacan and Slavoj Žižek’s reading of Antigone. Th rough Žižek’s distinction between the act and action, this article argues that Hosna’s deed at the end of the novel, murder and suicide, (...) is not just an action out of hopelessness but rather an act that aims to make a new social order possible. We will try to connect Žižek’s distinction between act and action to Benjamin’s distinction between divine violence and mythic violence and Lacan’s idea of “Th ing-directed desire” (Marc De Kesel 245). By doing so, this article aims to put the extreme violence of Hosna in a new light and argues against the readings that simply ignore her act as an extreme form of violence and fail to see it in a broader framework of philosophical and sociological understanding. In Th e Order of Public Reason, Gerald Gaus defends an innovative and sophisticated convergence version of public reason liberalism. Th e crucial concept of his argumentative framework is that of “social morality”, intended as the set of rules apt to organize how individuals can make moral demands over each other. I claim that Gaus’s characterization of social morality and its rules is unstable because it rests on a rejection of the distinction between the normative and the descriptive. I argue (...) that such rejection is motivated by certain practical aims Gaus wishes his theory to achieve. His method and his idea that morality needs to be understood both as the dictate of impartial reasoning and as a social and historical fact come from the need for his theory to perform the task of settling the problem of order. I discuss Gaus’s philosophical attitude and, finally, distinguishing between “therapeutic” and “evaluative” approaches, I present some points of discussion for understanding the role and scope of political philosophy in general. The paper is meant to introduce a symposium on aesthetics in Hungary today. Through a brief survey of the Hungarian aesthetic tradition, which goes back to the eclectic “university aesthetics” of the late 18 th century and produced a number of prominent figures such as Georg Lukács and his disciples in the “Budapest School” in the 20th century, the paper seeks to point out some key characteristics of this tradition and to reflect on the intellectual landscape of contemporary aesthetics in (...) Th e lecture elucidates and compares Johannes Volkelt’s and Heinrich Rickert’s positions on the problem of metaphysics. It comes to a reference of views representative of the metaphysical approach of early neo-Kantian Johannes Volkelt to representative of Baden School of late New-Kantian, Heinrich Rickert. In the lecture I would like to make the reconstruction and the analysis of philosophies of Volkelt and Rickert in the context of the problem of metaphysics. Th e object is the content, premises and consequences of (...) their philosophy in comparison to New-Kantian and other philosophy. Th e basis for the reconstruction is their expressions in their various writings. Th is work is a companion piece to "The American Worker," Karl Kautsky's reply to Werner Sombart’s Why Is There No Socialism in the United States? (1906), first published in English in the November 2003 edition of the journal Historial Materialism. In August 1909 Kautsky wrote an article on Samuel Gompers, the president of the American Federation of Labor, on the occasion of the latter's first European tour. In this critical English edition we provide the historical background to the document as well as an overview of the issues raised by Gompers' visit to Germany, such as the bureaucratisation and increasing conservatism of the union leadership in both Germany and the United States, the role of the General Commission of Free Trade Unions in the abandonment of Marxism by the German Social-Democratic Party and the socialists’ attitude toward institutions promoting class collaboration like the National Civic Federation. What were the true reasons of the second scientific revolution? – To answer the question, the epistemic model is applied, according to which radical breakthroughs in science were not due to the fanciful excogitation of new ideas ‘ex nihilo’, but rather to the tedious, long-term and troublesome processes of the mutual lapping, reconciliation, interpenetration and intertwinement of ‘old’ research traditions preceding such breaks. It is contended that Einstein's 'annus mirabilis' constituted an acme of the second scientific revolution. To fathom in (...) what felicitous ways Einstein's 1905 writings hang together one is bound to pay special tribute to his longed strive for unity evinced in incessant attempts to coordinate the profound research traditions of classical physics. Though Einstein's efforts sprung out of Max Planck's pioneering attempts to comprehend electromagnetic phenomena through the lenses of conceptual structures of statistical thermodynamics . It was Planck, who clearly realized the cross-contradiction between 'the physics of material bodies’ and ‘the physics of the ether' and outlined the sketch of its withdrawal: the paradigms 'must be modified to remain compatible'. And it was Planck who took the first step in modifying the physics of the ether and contending that 'not only matter itself but also the effects radiated from matter' possess discontinuous properties, which can be characterized by a new natural constant: the elementary quantum of action. Einstein's part consisted in that he took the second step in modifying the second component of the encounter – the physics of material bodies. Neutrosophic set theory firstly proposed in 1998 by Florentin Smarandache, who also developed the concept of single valued neutrosophic set, oriented towards real world scientific and engineering applications. Since then, the single valued neutrosophic set theory has been extensively studied in books and monographs introducing neutrosophic sets and its applications, by many authors around the world. Also, an international journal - Neutrosophic Sets and Systems started its journey in 2013. At a time like ours when many African governments have failed in national develop ment, especially in their ability to improve the social welfare of her people through th e provision of social amenities like quality education, portable water, transportation, good roads, good medical amenities, security of lives and property, basic infrastructur e, etc., this work employs Igwebuike philosophy, another African category, as a framewor k for Africa’s development. It develops a model of development which is inclusive and wholistic, and traces Africa’s problem of underdevelopment to the employment of no n-inclusive political and economic institutions. This article is devoted to thirtieth anniversary of the first publication in 1982 Saul Kripke's book "Wittgenstein on rules and private language". Radical skeptical interpretation of the work 'late' Ludwig Wittgenstein proposed by Saul Kripke in this book is considered one of the most famous "puzzle" of modern philosophy of language, which has become a source of much debate and discussion on the nature of the linguistic sign and its meaning. This article examines some of the consequences of a radical (...) version of skeptical 'rule-following' paradox by Saul Kripke, which remain in force and effect for finite functions and limited linguistic registers 'Ad finitum'. Thereby questioned the widely held view among analytic philosophers that the skeptical core for Saul Kripke's 'rule-following' paradox is argument 'Ad infinitum' (an inherent source of skepticism for our intention to follow the rule is concluded in itself situation of mastering for us endless function on the limited set of examples), and thus any direct or even moderate solutions of this paradox would be focused to its elimination. Thus the concept of 'community speakers' has been called by Saul Kripke for skeptical solution to paradox of him own cannot be eliminated by the concept of 'share' and 'shareable' languages proposed for this aim by Gordon Baker and Peter Hacker. Background: The COVID-19 pandemic, alongside the restrictive measures implemented for its control, may considerably affect people’s lives particularly vulnerable persons such as children, elderly and people with underlying diseases. This study aimed to assess the well-being of Vietnamese people after COVID-19 lockdown measures were lifted and life gradually returned to normal in Vietnam. Methods: An online survey was organized from 21 st to 25 th April 2020 among Vietnamese residents aged 18 and over. Data were collected concerning the participants’ health (...) status, COVID-19 preventive behaviour, and consequences of the preventive measures. The WHO-5 Well-Being Index was used to score participants’ well-being. Results: A total of 1922 responses were analyzed (mean age was 31 years; range: 18-76). Factors associated with a high well-being score included older age, eating healthy food, practising physical exercise, working from home, and adherence to the COVID-19 preventive measures. Female participants, persons worried about their relatives’ health, and smokers were more likely to have a low well-being score. Conclusions: The Vietnamese people continued to follow COVID-19 preventive measures even after the lockdown was lifted. Most respondents scored high on the well-being scale. However, the emergence of a new COVID-19 outbreak with an epicenter in Da Nang city is expected to increase public anxiety and mental health problems. It is clear that together with preventive measures, developing strategies to guarantee the well-being of the Vietnamese people’s is equally important. (shrink)
